The buttons may be in a somewhat different place.  You will have to search your computer for where your buttons are in Paint.Net.

  1. Open Paint.Net.

  2. Click on Clouds. 

  3. Click Ok. 

  4. Click on Clouds. 

  5. Set the Blend Mode to Difference. 

  6. Set the Scale to 250.

  7. Set the Roughness to 50. 

  8. Click Ok. 

  9. Click Pencil Sketch. 

  10. Set the Pencil tip size to 20.

  11. Set the Range to 20. 

  12. Click Ok. 

  13. Click Zoom Blur. 

  14. Set the Zoom amount to 100%. 

  15. Click Ok. 

  16. Click Twist. 

  17. Set the Amount to 20.

  18. Set the Quality to 5. 

  19. Duplicate the Layer. 

  20. Click Twist. 

  21. Set the Amount to -40. 

  22. Set the Quality to 5. 

  23. Go to your Layer Properties.  Press F4 

  24. Set your Layer mode to Lighten. 

  25. Flatten Your Image. 

  27. Click Curves. 

  28. Change the transfer map to RGB. 

  29. Click the Green RGB Map only. 

  30. Place a point here for green. 

  31. Place a point here for blue. 

There you go.
