Go back to top view. Click
View and
then Top.
Press the A KEY to deselect all vertices.
Press the
B KEY twice for
circle selecting. You are going to click on these 2 vertices.
Right click to exit selecting mode.
Press the
E KEY to extrude.
Click Region.
Move your mouse
out away from the center. It should look like this.
Read all of 16 before doing 16. Press the E KEY again to extrude. Click Region. You now have a problem because you can only extrude in one direction. Click the middle mouse button once. When you press the button you cannot move your mouse at all. If you still can only move in one direction press the middle mouse button again.
When you extrude you want to end up
with something like this. 
Extrude
again. 
Press the A KEY to deselect all.
Press the
B KEY twice to use
the circle selecting tool. Select the next 2 vertices.
Extrude
them out 3 times like the tentacle of an octopus. Remember to use the
middle mouse button if a tentacle gets stuck.
